History
Water Resources Engineering, Inc. (WRE) was founded in 1989 by Gustavo Arboleda, who remains the company’s President. Mr. Arboleda’s vision was for a small group of specialists dedicated exclusively to water-related work. His prior experience consulting for government agencies and large engineering firms made him aware of the invaluable contributions that experts with a narrow focus can make to water projects.
WRE broadened the scope of its services though the years to respond to the needs of its clients, without altering its focus. The firm now offers resource management services as well as civil/mechanical design capabilities for water storage, conveyance, and treatment structures.
WRE's main office has been in San Francisco since 1997. Field offices are opened periodically to satisfy project and client needs.

Our mission at WRE is to respond to our clients’ technical, economic, and policy concerns by applying the skills of highly experienced professionals, using state-of-the-art knowledge and tools, to develop innovative solutions based on sound scientific principles, accepted engineering practices, and good engineering judgment.
